Looks likely to be Friday 4/25.

Caveat: if they decide to send offer emails during Spring break, it could be this Friday 4/18, but I personally doubt that.

Do they offer the first 1.5% from each school first and give them 2 weeks to decide and then do the rest 2 weeks after that and based on those first decisions?

It was an April Fools joke from his friend.

If true, that acceptance email was likely fake and a scam. The TJ Admissions Office releases their first round of offers, waitlists, and no offers all at the same time on a Friday afternoon.

Take care that no one provides any personal information from those offer emails.
