Why dodge? Go shopping at the mall for a few hours, leave, then turn around and do some more shopping. The PI is on the clock charging your STBX for all the time they are following you

If you travel by car, it's going to be pretty hard. So I would travel by public transport as much as possible. Or take Uber to busy location, wander around to try to lose them, then order Uber to destination you want to go.
The reality is the effort and time that will go into it is probably not worth whatever your ex is trying to get to use against you.

Your best bet is to approach him or otherwise make it clear you have identified the PI

I would have no idea. But I'm not going anywhere that I need to hide, so maybe I wouldn't care?? Although it does seem like a huge invasion of privacy.
