I’m not sure if OPs question is about taxes, registration or insurance.
I think the taxes are the same regardless of how many miles you drive. If it is even possible, registering and in-registering a car every six months might save you $35. That’s not worth the hassle. For insurance, talk with your agent. Maybe you can show how little miles you drive each year and they can adjust your policy. I would not cancel your policy.

Your insurance will go down only some really small sum like $50 max after dropping one car. I had two after buying a new one. I was also hoping to get it down, but it was all about the new car.
Will go right back up past the $50 trying to add it. Not worth it. No, you don't save money on car tax bill.
It's like paying less in property tax because I don't use one room.

Vehicle taxes don't depend on the amount of use the car gets, just on ownership and the value of the car.
The best move is to dispose of a car you don't need much. You'll save on not only vehicle taxes but also on maintenance and insurance. Those savings, coupled with whatever you get from the sale of the car, can pay for a lot of Uber or Lyft rides, or even for a rental car, on those occasions when you find you do need a second car.
