Agree. But also we found when we traveled with a kid people in lots of countries, including Italy, were friendlier

I disagree. I find there are welcoming people everywhere in the world. It totally depends on the personalities you meet.
I know a lot of uptight Ameicans and I know a lot of gracious ones, random geographies.
This is you OP. It's a roll of the dice depending on what you happen to be doing when you were in those places. If you're telling me you are just walking around Germany in a tourist area shopping or dining of course that will be a different experience than being in a little village in the Irish countryside for example.
You have to have apples to apples experiences to really judge.

After traveling all throughout Europe last summer, I found the Irish to stand out in terms of people. Maybe the language helped but overall, it was a stark contrast to how I was treated in Germany, Czech Republic, italy etc
