I'd stick to Tysons area. Generic good steakhouse is something you don't need to go to DC or MD for. We tend to stick to the Palm but I think you'd have good luck at any of them.

Central downtown has some pretty simple things on the menu. We went for Thanksgiving and they made my youngest a hamburger even though it wasn’t on the menu.

Pastis in Union Market. It's French bistro food with great decor and excellent service. Definitely have steak frites on the menu and plenty of other options that are simply and starchy. And it's fairly easy to park plus the NY Ave metro is only a few blocks away.

If Union Market is too rough around the edges for you (again Pastis itself is really nice but I get that neighborhood might feel rough for some because it's still partially a warehouse district), I might check out The Smith (any location). Really easy menu for eaters like your kid, but still fun and upscale.

Looking for a “fancy” restaurant for a 13th birthday for a kid who wants to dress up, but who also prefers simple food. Steak frites, plain salmon with mashed potatoes, spaghetti with meatballs, kinda taste.

We are in McLean, grandparents in Silver Spring, happy to do either area or meet in the middle.
