Try to lead with the major if you can, OP, since these areas of interest point in different directions. Architecture school requires a great deal of engineering and technical work (it's far, far from being all about design), and DC will need a portfolio in order to apply. (Check architecture schools for their specific requirements, which can be different from portfolios for e.g. studio art programs.) Creative writing is not offered at all colleges/universities. Has DC ever considered media and communications on the production side? That might also make contact with some of their interests.

If you’re in Virginia, JMU is worth visiting. They’re not as known for this as VCU, but their art school facilities are pretty amazing.

Why do you want a public? If it's due to cost, UCLA is very expensive.

It's got a crime problem, but Temple is very good for these fields.

Also, check out the SUNY system. I know SUNY Purchase is good for theater; not sure if they also have these programs, but some of the SUNYs probably do. It's a great system.

What state are you in OP? If you’re in Virginia, I wouldn’t rule out schools like Virginia Tech, JMU, George Mason, etc. because they really have some good programs even if they’re smaller.

VCU arts is great, but very competitive.

It depends on the art itself I think, for music I’d be looking at different schools than say graphic design

UT, Berkeley (Theory) and UCLA, U Cincinnati, and VCU. Basically the blueprint.
