Individual Clubs cannot go it alone and decide to keep their Club travel to a minimum with exclusive instate opponents or then decide to only play out of state opponents. That is not how it works.
The best you can do is angle for a club that plays in a close-in league. NCSL and CCL are two leagues that are travel but try to keep the travel portion to a minimum.
However, Clubs that play in NCSL and CCL often have teams in the same age groups that play in other leagues that will require more out of state travel.

I'm trying to figure out which clubs are going to start traveling out of state? Will that cause player turnover on those teams? My dd's arlington team mostly plays in virginia. Will my club be part of the shift to start travelling to maryland, or nc, or pa? Are other clubs making a shift?
