You can't because some people are too poor or too cheap and it is not equitable.

Instead, I would offer the teacher stationary and supplies for the class in lieu of the goody bags.

No. Not only that, they don't allow birthday acknowledgements like they used to back in the day. I think some teachers will at the start of the month recognize all student birthdays for the month, but MCPS has really tightened the reigns when it comes to classroom celebrations.

This varies by school. I would ask your child's teacher what the school's policies are for birthdays.

No. Our MCPS elementary school has banned birthday celebrations in the classroom. No cupcakes/cookies or other treats are allowed.

They used to give the kids a birthday pencil, but that has also been eliminated.

Before I embarrass myself to ask homeroom teacher, do MCPS allow ES kids to pass out goodie bags to all kids in the classroom for coming birthday? I remember no passing out birthday invites and no passing out cupcakes/pizza at MCPS. How about small goodie bags?
