But basically, the US government has made an agreement with other countries to reduce the population because the planet just can't sustain as many people currently living on it. They allow volunteers and pay them a hefty sum. Mostly poor people volunteer in order to leave something for their kids. The 20% promised quota is not met so they are discussing drafting people. A prominent journalist volunteers and invites his 4 children to let them know and it all goes haywire from there. Not in a way you'd suspect.
