DC has a local law that provides for expanded Pre-K using local funding from DC resident taxes. You can find a report at:

Pages 4-6 have some details about different funding sources available. However, the funding sources are not the same for every program-- some schools can use federal entitlement funds, but not all schools with PK programs are even eligible for Title I.
