Yes, it is a new requirement for K kids who ride the bus, as of this year I think.

I don't know about K but it's required for the ECC kids who ride the bus.

I think only for Kindergarten and pre-K kids. They need to be picked up at the bus stop by an adult and it helps the bus driver identify those kids.
