Make sure you know your ethics requirements and revolving door issues. You may need an ethics letter from your agency to get certain private sector jobs.

Do not bet on a 'wave of retirement' as many of those eligible to retire cannot afford to retire. Also understand that many positions of retired individuals will not be filled.
Do not assume that private jobs exist that match Federal pay and benefits. or frankly, exist.
During team meeting (around 10 peoples), 3 of my colleagues may retire if RTO 5 days per week. Two of them have assigned desk, one remote. I know that vacancy will not be filled anytime soon, but my point is --- if they retire, then there will office space for other remote employees. So returning to office is just a matter of time for remote employees (in my agency).

It depends. For some, it could take a year +. Our process is post a job, wait until we have a critical mass of resumes before reviewing (3-4 weeks), schedule first round of interviews (1-2 weeks), schedule second round of interviews (1-2) weeks, then make an offer. Once we extend an offer, the applicant has to go through a drug and background check (1-2 weeks), then IT needs to set up credential (1 week). The typical time from job posting to onboarding for us is 2-4 months.

OP here. I have hard skill set, not worry about competition on technical skills.

A lot more people are going to be doing this, so there will be more competition for the jobs that exist, and many government workers will be best qualified for jobs funded by government contracts and grants. Those will likely be on hold, so there will be fewer jobs.
Your time will be better spent getting a game plan on how to go into your office.
