I'm not taking the deal because it's not actually a deal. But I'm probationary. They could lay me off at any time, and it might not be legal, but that's not going to help me. I'm interviewing, and a potential employer is not going to let me wait and see if I get laid off. We can just do the job and fulfill agency's mission.

You will use RTO 5 days/week and relocation to push people out, we should stay strong and don't leave, at least wait for better deals (VERA, VSIP, etc).

Not sure how many percentage of workforce they want to get rid off, if only 10%, it can easily done via hiring freeze, maybe two years.
