If I commit a crime and know that I won’t go to prison, then why would I hesitate to commit crimes if I’m a criminal. If I’m serving a life sentence for murder and then I’m sent home where I’m free, didn’t I just get out of jail free?
How will this serve justice for the victim?

We should bill their home countries for the cost of detention and give those countries the option to transfer them to their own prison if they don't like the US cost of it.
