I know a lot of parents that really liked it. It was a "slow start" to the week, especially for younger kids, and it was an opportunity for doctor and dentist appointments without missing school. There didn't seem to be these totally random days off here and there - the schedule seemed more consistent.
And, as one parent explained to me, ANY org that was related to aftercare accommodated for this, so no matter what your after school plans were, your ES kid was covered. I think that was helpful for parents.
I had a child in elementary then. It was a mess for people who worked. It was good for Girl Scout meetings--not much else.
And, when we had late start days on Mondays, it was a joke.
