I know you are focused on the weight around your middle, but at your age you really need to be thinking about whole body strength and flexibility, with some cardio. That will include core work, and once you start to tone up you will likely see the changes you are looking for.
Also, review your diet. If you can cut some sugar and carbs and replace with protein, that will help a lot, too.
