Ice dam on gutter.
Monitor the slope of the gutter if it can get improved when the weather gets warmer.

The downpipes are frozen or if you have gutter extenders those are.
If you have gutter extenders, tap them gently with your hand. See if ice bits come down the pipe. Pull them out, repeat.
Then tap the downpipes briskly but not violently with your hand. You don't want to break a joint, dent the pipe, etc. Do you hear ice rattle and hopefully fall?
Go back to the outflow part, scrape ice out that fell. Hopefully some water too.
Repeat in a while during warm part of day. Keep outflow area clear and remember everything has to slope down.

Call a gutter company to clear it or use some warm water to melt if you can reach it.

The gutters on my porch roof seem to be blocked with ice and are overflowing with dripping icicles, making the path beneath a slippery death trap.

I don’t think the gutters were blocked with leaves or anything before the snow. We had them cleaned in the fall.

Can I/should I do anything about this? Is it just unfortunate and temporary?

In the past, I’ve had minor issues with water dripping from one spot where there’s a joint and not enough slope. But this is way worse.
