Because some years we really don’t get snow and people would rather start the school year later and end the school year earlier rather than adding many extra days “just in case.” Think of it like health insurance. You can pay a lower premium and get a high deductible plan, knowing that you’ll pay less overall if you don’t need the healthcare and if you do, you’ll just pay for it out of pocket (and you’re covered for something catastrophic). Versus a plan where you pay a higher premium upfront “just in case” but you may not have a “just in case” so you’re out the extra money.
