Noooooooooo. I live in Charlotte. It's a fifth-rate city with delusions of mediocrity masquerading as a third-rate city with delusions of grandeur. There's nothing in Charlotte you can't do in the DC area--and odds are whatever you do in the DC area would be vastly superior.
