Per NCAA rules, college coaches are not supposed to have "recruiting" conversation with player/family/coach about a player before June 15. College coach can only indicate a general interest in the player. So if a college coach made an offer before June 15, which I believe happens at many schools for their top recruits, it is against the rules.
But they can talk to club coach. No restrictions.
