This is similar to what I do. I aim for turning off the light at 10 so I start the bedtime routine at 9. Sometimes I do fall asleep over the book and keep trying to read the same page over and over until I give up.
For the PP with the TV watching, don't turn it on. Try thinking of it as not even an option, no TV after X time.
