Look at Naviance. At our MCPS school, about 50% of kids who apply get in. DD knows that her scores aren’t in the top 50th percentile for her school, so she’s not submitting them. Her grades are in the in the 75th percentile though, so she’s applying TO.

No, it's way higher. They halved the program last year. They will now only admit 100 transfers from both internal and external, and 600 direct admit.

Two years ago, they admitted a lot more so it was a bit more random. Now they are culling the program of weak students. My DC is a junior taking high level CS classes (and math), and the weaker students are struggling big time. UMD wouldn't want to put their rep on the line by admitted students who can't keep up.

For our OOS public the unweighted average GPA is 3.87 and SAT is 1414.

It varies based on which public school system and which high school your kid is attending.

Based on its 2019 (before T0) common datasets, about half score 1200-1400 and half 1400-1600. 25th percentile 1290, 75th percentile 1460.

A college counselor came to our school last year and said 1380, but it does seem to get harder every year. And obviously higher for limited enrollment programs.
