Even the cheap universal hotels offer those, and they are nice!
You can buy Express Passes at the cheaper hotels, but the expensive hotels give all guests the Express Passes for no extra fee.

Completely false. None of the cheap or even moderate Universal hotels offer express pass included with the stay. Exactly three hotels offer it: Portofino, Hard Rock, and Royal Pacific.

we stayed at the Portofino for $600/night during spring break. It was worth it just to get the cut the line passes that come with staying onsite. Awesome pool area too. No regrets.

At that price, it may be cheaper to stay off site and to the VIP tour which includes entry to both parks, parking, some food, and front of the line entry

stayed at Hard ROck in January a few years ago on the club floor and it was under 400 a night. Really liked the location.

We stayed at the Hard Rock in June. I think it was $435. We might have gotten some promotion but that was just luck.

We stayed at the cheapest universal hotel and it was nice, and extremely cheap. There’s a shuttle.

Anytime it’s not a school break or long holiday weekend. Also you need to book way in advance to get the saver rate and stay at least 4 nights to get the best pricing.
