They're safe to eat. Whether you'd actually WANT to eat them is a different question. They'll likely have that gross greenish-gray ring around the yolk, and will smell sulfurous.

I feel like when you peel them you'll be able to tell because they'll be really rubbery from being overcooked. And the yolks will probably be discolored. So you can just toss them when you find ones that don't taste good because they're overcooked. But you don't need to toss the whole batch because you're worried about someone eating something dangerous.

Subject: Twice boiled eggs
I hard boiled some eggs last night and labeled them in a separate egg container in the fridge. This morning my sleep deprived husband took the four I boiled with six more from a new container and boiled them all. So now in the batch some have been boiled once and some twice but they all look the same on the outside.
