Yes- there is a door every arriving international passenger has to exit through to fully enter the US/public part of the airport. It's a common meeting area and you will see people gathered there awaiting arriving passengers. Just go there- there is no way for her to miss you because she will have to walk through that door once she completes passport control, baggage claim and customs.
