Moana 1 didn’t do nearly as well as Frozen 1 (made a little more than half of what Frozen 1 did).
So it’s riskier to spend that much money on a franchise that may not pan out. Like it barely made more than Big Hero 6, and Big Hero 6 went the series route instead of a sequel.
It made more sense for Disney to do Moana 2 as a series since it’s cheaper and less risk of a loss. But not possible since they need The Rock and he’s expensive. So they needed to spend just enough money to make it passable, but not so much that they’d be screwed if it bombed at the box office.
