We vote for who becomes a member. Boards/councils/legislatures typically choose their own leadership.

No, Wolff and Silvestre now have seniority. But they have each served two terms as president recently, so I can see why they would want to choose new officers.

I hope Julie does a good job. She seems to have a good heart and a sharp mind.

Grace is little clumsy and scattered, but she can be incisive at times.
