Sizing is much more critical with heat pumps than with combustion furnaces. It happens all the time that experienced HVAC guys just follow the rules of thumb they've always used when doing a heat pump and they end up with a system that works poorly.
The problem that plagues the business is that proper sizing takes time, at least a couple hours inspecting and measuring the house and another couple hours back at the office crunching numbers. And it needs to be done before preparing a bid because it drives the equipment selection. There's not a lot of guys willing to put that much time into a job they may not get, where they'll probably get underbid by a guy who just guesses what might work and quotes that. And not a lot of guys willing to engage in consumer education.
