Either this is madeup or the H is seriously mental, and W is probably contributing to it. I don't even understand what it means for spouses to have separate bills and separate money. By law, marriage makes it joint. And even if it didn't, why would you bother getting married?

He's defensive (to the level of irrationality) about his failures to pay the card. This assumes you have a mutual understanding that he is supposed to do that. If you don't, then how is the card meant to be paid? Either way, one of you is not living up to the agreed process for paying off that card.
The intensity of the reaction indicates a larger personality defect, though, and that's likely something for counseling. You should go alone if he won't go by himself or together with you.
