Start with light weights and work your arms consistently so you can lift heavier weights. Invest at least six months of once a week arm workouts.

/Get a set of 5lb hand weights (dumbbells) and work out with them several times a week. I do this and it's helped firm up my flabby triceps (the underarm muscles). Easy to do and doesn't't take long.

Build muscle. If you are blessed with genes that let you build muscle that stays taut, it will look good. If your muscles are the type that stay relaxed/loose, it will look like fat except when you are using the muscle and then will go back to looking like fat.

Yeah, diet and weight train. You have to lose fat and gain muscle to avoid that look, but you can’t decide where your body drops it and usually where your body stores it is the last place it’ll go so this will take awhile of being consistent.

everyone carries their fat in different places. So yes, some women who may be overall thin but still have more fat on their upper arms.

There are also women whose arms can look toned despite having more fat in other places.
