Agree about expensive and some unprofessional coaches, but you'll need to give more info on calling them racist. What specifically makes you say that?

No personal experience with Spike DC specifically (although I haven’t heard positive things), but it’s not unusual for clubs not to have all the details for practice times, tournament schedules, exact makeup of teams, etc for club season yet. As was noted in a recent thread, CHRVA (the local USA volleyball governing body) set the tryout dates for end of October/early November and all local clubs that are part of CHRVA have to abide by those dates.

This time of year if your DD is interested in trying volleyball, I’d look for some clinics or camps that are happening over the summer. While some might be full, I’d guess there are still openings if you look around. Volleyball clubs, college programs, and other entities all hold summer clinics and camps.

For fall, most clubs will have clinics leading up to tryouts. If you’re just hoping for a rec league in or near DC, Metro usually has a few rec leagues at different times of the year at GDS. While not in DC, MOCO’s locations (Bethesda/Chevy Chase) are still pretty accessible from much of DC and they do clinics and rec leagues as well, but they tend to sell out so if you see something you’re interested in act quickly.

They are very expensive considering they’re not a great-performing club, but if the cost is cool with you, it’s a way for your 12 yr old to almost definitely get playing time and have club experience.
