Is it really considered aftercare at 3.5? I assumed you meant elementary.

What about just putting them in the metro and letting them ride around for a while each day? My kids would love that.

Not local. But you might be able to improve this.

Discuss with your child how to develop some packable improvement activities. Maybe even things they can do with friends.

If your kid is being warehoused, as long as they are not disruptive, they can usually do a lot of things.

-Books
-Portable kid's chess set
-Informational sticker books
-math drill worksheets

At aftercare, my kids did a lot of:
-making hand-drawn Pokemon cards
-playing with Beyblades (battle tops)
-rubberband crafts
-melty bead objects
-outdoor playground play

You might get some insight on how to improve things by contacting the school's PTA. There's a chance. Be prepared to offer assistance if you go that route. You might be able to get new educational for-pay programming to come in during aftercare time.
