I think first team means if there was an all district all star team to go play against other districts, they would be on that team.
I have no idea what "setter of the year" means. Perhaps they would be the starter on that team?
At the end of HS VB regular season (I.e. prior to district/region play off), each district will have all varsity coaches met, and they will vote for 1st team district, 2nd team district by position (i.e. Outside hitters, Defensive players, Middle Blocker, etc). They will also vote for Position of the year (i.e. Setter for the year, etc). These awards will be handed to individual player by the School coach. Then they will have similar voting for region. These regional awards may be presented to the players at school or at the regional matches. Keep in mind that the voting is not about player performance and metric (i.e. # of kills, # of digs, etc) but sportmanship and other factos are considerred. These awards mean a lot to the players, and also to the college for either sport scholarship or regular college application.
