What do they have so much to talk about in class? Lunch or recess obviously. But during class when you are not necessary with your close friends...? Just curious.

Have been hearing that students talk A LOT. Kid (un)fortunately does not talk much at school. from what other parents have also said of a certain class or two, teacher could not conduct a pre-scheduled project so they did it another day when finally class shut up. Teacher is of a majority race, talking students also same, so not sure about that "racist" take on this kind of situation.

Our experience is that it is up to the teacher to instill discipline. We had one who allowed the class get sidetracked by the students and by the end of the year the class was completely out of control, not only in their class but that out of control behavior extended to all the specials teachers.

The good teachers make sure there is discipline at the start of the school year and at the same time convey through actions they care about the students.

Same here except DC doesn't complain about not finishing assignments. But a lot of kids talk all the time.

Let me just say I am a teacher and also suffering through this. We have very few tools at our disposal for discipline. Teachers haven’t suddenly become less effective; school policies have suddenly hampered us. A previous poster is absolutely right that schools don’t want to report greater disciplinary actions for minority students, so their solution is to stop disciplining any students.

If admins cannot find scapegoat teachers their supervisors will blame the admins.

Some teachers contact families/caregivers about poor behavior and performance and maybe 1% of the time that has an impact. Maybe 0.1% of the time.

Administrators only have the bandwidth to deal with instances of egregious violence. Students chatting in class? ha

Teacher's are not allowed to discipline students in MCPS because that would be racist. So they let them talk and try to get through what they can.

School is for socialization not learning

Once when chaperoning at school, a student mentioned to her classmates she doesn't talk much at home and was told by her family that when she is older, she can talk more at home. Poor kid. No wonder she had a lot to say in school. Wonder if this is true of other students who also stay more quiet at home or vice versa whereas students who talk more at home/outside activities/friends do less talking when at school?
