In terms of the rules, you are correct - as long as he's not coming from another club he could be added to a team roster now. Whether there are any clubs with boys teams with spots still available, I don't know.

Has he played club before or just HS? If he’s played club, you may be able to find a spot on a team but you will likely have to drive a bit.
Practice player is a good idea if you can’t find a spot of the roster. Players unfortunately get hurt sometimes during the year and they may upgrade you to full time if they need you.

I know that some girl rosters are not full after tryouts. Our club was struggling to fill some positions on bottom teams weeks after the tryouts were officially over. There are many different reasons, including family schedule conflict with the practices. They managed to spread the word and offer positions on rosters to players who did not have options after the tryouts. Some boys volleyball clubs may have similar challenges, but there's been quite a bit since their tryouts. You can contact them and ask whether their rosters are full. Since boys have fewer options than girls, I would assume that most rosters are at the capacity now.
