The percentile scores reported are against the national norms from 2020, built on select samples from testing in the couple of years before that. Only the MCPS locally normed percentiles, which are not reported but used for certain magnet program lottery selection, utilize current peers as comparators.
So if all student scores drop the same amount, the percentile reported would change for all of them.
