I do not want it to rock/glide. It takes up too much space this way and hits the wall when you get up. I does not appear that there is a way to lock it. I just wanted to put some legs on it so I can still use the chair in a stationary way. I suppose I could try to sell it but it has sentimental value so I would like to repurpose it.

Flip it over and look at the framing. If it is wood, perhaps so if you are handy.
If it is all metal, then judging by you asking this, you'd have to hire a competent metal fabricator willing to do the job. Would probably cost you more than a new chair.
