Pimmit Hills wasn't a trailer park. It was just a neighborhood of small, older single-family houses.
It's near Tysons, which is the largest center of commercial activity in NoVa, as well as other expensive suburbs - Vienna, McLean, and other parts of Falls Church/22043. When builders began to tear down older houses, the fact that the Pimmit Hills houses were smaller and less expensive meant it was easier to buy and replace them.
Hybla Valley is off Route 1, which isn't a major business area and has never been a particularly expensive area. It's near Fort Belvoir, so it has a more transient population, and it's also near a low-income area where many former slaves settled (compared to Pimmit Hills, which originally was a white blue collar area for returning vets from WWII). There's also a larger number of low-income garden apartments in the immediate area, whereas Pimmit Hills itself is exclusively a neighborhood of single-family homes.
Other areas off Route 1 closer to Belle Haven and the City of Alexandria are likely to redevelop before the area around Hybla Valley.
