I think term limits are good in all elected positions. It prevents any one person from getting to powerful. Let's say Trump gets elected again (I hope not) -- at least we'll have the safety of knowing that's it.
In the case of the CoExec (Elrich), he's been a professional politician for decades. Years and years on the Council until term limits were passed and he left to move to CoExec. It's time to move on -- being a politician should not be a career.
