Most kids I know who want a language not offered at their base school do it through an Academy class because that’s a lot easier than trying to switch schools (pupil placing requires you to provide your own transportation and there is no guarantee it will be granted each year).
I know one student who was pupil placed for MS because her parents disagreed with a curriculum decision at the base school. They openly admitted to friends that they fibbed a bit on the application to make it look like there was an approved reason for the request, since “we don’t like school X” doesn’t count.
