Not really. Most of those kids live in houses with lead paint. If they have higher the normal lead levels they place to look is in the home.
This was disturbed and airborne. That is 100% different than encapsulated by multiple layers of latex.
Depends. Renovations happen all the time and sometimes no renovations. Lead paint was used up until the 70s. It's possible that a home has had no painting since then.
