It depends on what you mean by "good". Does that mean they produce winning teams or does that mean they actually develop players for the first team. My view is that Sacramento Republic does pretty well at both of these things. Obviously, a west coast outfit so not as relevant to someone in the DMV. Sacramento Republic is also in MLS Next not in the USL academy league. Phoenix Rising is coming up as is Louisville City FC. In terms of close to the DMV, the only USL outfit that I have seen that has enough funding and infrastructure to really make a difference is Pittsburgh Riverhounds. For me, USL becomes more relevant as a player gets older and if you're looking for another pro player pathway, or if you are in a region that doesn't have a lot of soccer clubs like in the DMV or east coast generally. The infrastructure at the younger ages within the USL for their academies is very spotty.
