I think you are answering a different question.
I think OP is asking about what a kid needs to participate in meets for a college club team - this is different than the school's/athletic department's team for which swimmers are recruited. I do not have an answer re: club swimming. However, people are correct swimmers do not have to be members of USAS to participate in NCAA meets (international swimmers are the prime example). Many kids will keep their USAS membership in order to compete in those meets (US Open for example).
