In a powder room there's no need for guests to keep a toothbrush or something for example on the sink, so it's a good option for a powder room.
My kids brush their teeth in our powder room and we store all kinds of stuff in the cabinet underneath. Ex: extra hand towels, sunscreen, lotion, and lots of toilet paper. It's a heavily used bathroom, since it's the only one on our main living level, so I like having a cabinet. A pedestal sink would drive me bonkers.
So unless you really love a pedestal, I'd get a nice cabinet. You can store toilet paper for the entire household in there if you need a reason
