While I cannot speak to tree situations, there was a dangerous water runoff/drain issue on our block which I reported, and it was reviewed and fixed in a matter of days. I uploaded photos, which might have helped with the description of the issue.

If it is touching power line, contact electric company. Push them to get someone out to immediately cull branches touching lines or about to fall. They may get there faster this way as they don't want lines to go down and have even more complaints and issues in that road or sidewalk. If not touching lines, it does seem to take more time to get it taken care of.

Yea there is a website you can fill out form for an inspection which will likely occur one year from now. I'm not joking.

Call 311, they will send someone out to inspect it.

If it is not a county tree in the ROW then they are not going to remove the tree. They will pick up the branch on the sidewalk if a request is made.

A neighbor has a totally dead very tall tree covered in ivy and this morning walking to work I see that an enormous branch fell and shattered all over the sidewalk — the branch looks totally rotten and if anyone has been on the sidewalk it probably would have killed them. It’s also a major commuting route so if the whole tree comes down it will block the road and probably kill someone in a car or the resulting accident.
