Of course this is a little north of DC.

What sort of wizardry is going on here? Why isn’t an A 90-100? Crazy.

That’s how grades are calculated in Canada.

A
4.0=100
3.9=99
3.8=98
...
3.3=93
A-
3.2=92
3.1=91
3.0=90
B+
2.9=89
...

Why don't you just take 5 points off for each 0.1 drop?

4.0 100
3.9 95
3.8 90
3.7 85
3.6 80
3.5 75
3.4 70
3.3 65
3.2 60
3.1 55
3.0 50

Because a B- isn't 50%

It's meaningless to convert 3.8. All that matters is rigor of the courses, and ranking in your school.

Okay, what's an A-?

Because at our school you can get a 95 and that's a 3.8. And it's not an A- to most people
