OP didn’t mention her baby doing either of those things. I would imagine that OP’s baby is wearing a diaper so their pants are safe.

you can get chairs that hook right into the table if you’re looking for something to adult portable.

If you want to come to suburbia Silver Diner by Twinbrook is perfect for this.

We went to IHOP at Columbia Heights and she had a blast. Four tables' worth of high schoolers drowned out her noise. The high chair was tall enough for her to eat at the table. She shouted to her heart's content, bang bang banged, enjoyed some eggs. We had a great time too.

What other restaurants should we take her to? We had so much fun. No chain is too low for us; our priorities are (1) noisy, (2) high chairs tall enough for her to join us, (3) either good food with whatever prices or edible food with cheap prices.

Booth seating is a plus (we are still nursing). This is why we don't bring a bumbo seat.

So far, IHOP met all these requirements. Maman at City Center was great (ikea high chairs and a side area that is decent for nursing), though a bit quiet. Tattes are often noisy but subpar high chairs and we go there all the time. Georgia Brown's was fun but we brought the bumbo seat that time, I don't remember the high chair situation.
