Maybe you mean Mi Cuba Cafe. It closed — in around July I think. Not sure if it is permanent.

Sabor de cuba in Fredrick is delicious. I’m Puerto Rican (so very similar food to Cuba) and I love it. Colada Shop has been awful the last few times I’ve been- found a hair in my food twice during the same visit.
