Umd for cs is difficult to get into. Only 600 spots direct admit, and 100 for both internal and external transfers.

OP, you will receive different advice as there are different definitions or opinions of targets and likelies.
For instance, Wesleyan IMO is no one’s target or likely, regardless of stats.
The popularity of Fordham, UVM and GW make them harder to get into lately - targets not likelies. IMO

Clemson as a target/likely. Admission seems to be solely stats based. Apply EA and get a decision in December. Pitt as well.

What state are you in?
Check Naviance to determine your real safety/targets. But here are some ideas, for urban safeties- Pitt, George Washington, Fordham. For targets (he will get into some, rejected from others): Santa Clara University, Wisconsin-Madison, Univ of Washington, University of Miami, Univ of Texas Austin, Univ of Illinois, UMD..
