I realize that is a broad question but assume child is not a generational talent and has an EU passport but no close ties to any particular country.

England offers the most opportunities, largely due to the sheer number of professional academies (92 in total). Additionally, there are numerous private academies and grassroots teams that compete at a high level in well-organized, competitive leagues.

I heard Spain, Netherlands, and Belgium do a good job. France is pretty good but they are smart. They build urban soccer fields in the poor areas and the kids just grow up playing free style and the the clubs come in a scoop them up and round them out.

Name me a country in Europe that doesn't have places to play soccer in low income areas?

I don’t think you understand very well? French academies literally build high end soccer facilities in the hood.

Italy doesn’t do this for starters. If we did this in the south we would be deadly but that’s all corrupt and mafia controlled. I can’t even find Italian kids playing outside anymore in northern Italy but that’s because they are mostly well off and have options

Italy can't afford to build high end facilities in neighborhoods

Also, can you provide a link to any articles or news reports showing academies in France building high end facilities in low income neighborhoods?

Learning one right now so that might be more predictive of where to go.

So some of the kids weren’t even trying to learn the language?

Yes, that's exactly the France recruitment model 🤣
They setup gladiators in colosseums and pick the winners
